TVET Quality Seal for In-School and In-Company Training

Introduction

The “Improving the Quality and Attractiveness of Technical and Vocational Education and Training (TVET) in Lebanon” initiative, known as QuA-VET, is a collaborative project funded by the German Ministry for Economic Cooperation and Development (BMZ). This initiative is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, with the technical support of GOPA Consultants GmBH and in partnership with the Lebanese General Directorate of Vocational and Technical Education (DGVTE) under the Ministry of Education.

QuA-VET aims to elevate vocational education in Lebanon by introducing innovative measures to enhance its quality and relevance. A cornerstone of this initiative is the establishment of a voluntary Quality Seal for TVET institutions and companies engaged in cooperative training.

The Quality Seal serves as a hallmark of excellence, acknowledging organizations that uphold high standards in education and training. Valid for a period of two years from the date of issuance, it incentivizes institutions to pursue continuous improvement while fostering stronger synergies between the educational and industrial sectors. By aligning training programs with the evolving demands of the labor market, the initiative ensures that TVET graduates are better equipped to thrive in their careers.

The Association of Lebanese Industrialists (ALI), as the main national entity representing manufacturing companies in Lebanon, plays a crucial role in the QuA-VET initiative. It has been entrusted with evaluating compliance with the strict quality standards required for the Quality Seal. In its capacity as an independent body, ALI assesses applicants and awards the seal to institutions that meet these high standards, thereby strengthening the connection between education and industry.

Through this initiative, QuA-VET is setting a new benchmark for vocational education in Lebanon, making it more attractive to students, beneficial to employers, and vital to the nation’s economic growth.

The Vet Quality Seal Is Awarded In Two Categories:

High Training Quality

To receive the High Training Quality seal, at least 85% of the basic criteria and at least 50% of the optional criteria (per quality dimension) must be fulfilled.

Excellent Training Quality

To receive the Excellent Training Quality seal, 100% of the basic criteria and at least 75% of the optional criteria (per quality dimension) must be fulfilled.

Who Can Participate?

The quality seal targets vocational schools and companies engaged in training, aiming to certify the quality of their programs. 

 

The certification is currently available to TVET schools offering training in Maintenance of Manufacturing Machines (MMM) and Health Inspection – Food Safety (HI-FS). It will be extended to other industrial sectors at a later stage.

Companies that offer in-house training to employees, including youth from public and private TVET schools, and demonstrate a clear commitment to enhancing the quality of their training, are also eligible to apply for this certification.

Criteria For Participation

To participate in the quality seal, TVET schools and companies providing in-house technical training need to meet a set of criteria based on the following six quality dimensions:

a. Quality management and assurance
b. Qualification of teaching / training staff
c. Appropriate teaching and learning environment (conducive learning environment)
d. Organization of the training process
e. Monitoring and assessment of learning process (as a pedagogical process)
f. Cooperation between learning sites
